Washington state CO2 tax back on the ballot

‘Polluters’ don’t pay CO2 taxes. Consumers, ratepayers and taxpayers do. By the way, the state of Washington’s CO2 emissions are about 0.0025% of global emissions. So consumers, ratepayers and taxpayers would be paying for no gain.
